NHS is a lottery

SO how many more plans have the government and the oppsition got for the health service? It seems we have one every time there's a bit of a problem and every time we move to Plan B.

Now Brown is scrapping the health service postcode lottery.

Does it mean we all get the same access to life-saving expensive drugs, or do we all get none? In reality, the end of postcode medical care actually means in Scotland you get it, in England you don't.
